OUIDF sanctioned 11 projects of various urban local bodies
Odisha Urban Infrastructure Development Fund ( OUIDF) has sanctioned 11 projects of various urban local bodies for loan and financial assistance.
The projects have been approved in the Board of Trustees Meeting held under the chairmanship of Chief Secretary Sri Jugal Kishore Mohapatra in the conference hall of OUIDF office last evening. Sri Mohapatra has directed OUIDF functionaries and the concerned ULBs to develop best quality infrastructure with appropriate mechanism for service delivery and maintenance. He has also directed that there should be proper metering system in water supply projects. Chief Secretary has advised OUIDF to display its reports and activities in website titled www.OUIDF.in .
The approved projects include Modern Slaughter House in BMC with project cost of Rs 6.4 cr. involving OUIDF loan of Rs.2.83 cr. and VGF ( Viable Gap Funding) of Rs 2.83 Crs and Solid Waste Management ( SWM) -Collection & Transportation of BMC with project cost of Rs.15.26 cr involving OUIDF loan of Rs.6.85 cr and VGF of Rs.6.85 cr. The Affordable Housing Projects of BDA at Shampur (Phase-I) for construction of 1600 houses with project cost of Rs.85.28 cr involving OUIDF loan of Rs.32.38cr cr and VGF of Rs32.37cr cr. and Shampur (Phase-II) for construction of 1280 houses with project cost of Rs.68.23 cr involving OUIDF loan of Rs 25.90 cr and VGF of Rs.25.90 cr have also been approved by the Board. Other approved projects are Sewerage System Sambalpur with project cost Rs.375.97 cr involving loan of Rs.40.00 cr, ,Sewerage System Rourkela, with project cost of Rs.488.50 cr involving loan of 40.00cr , Solid Waste Management Project of Berhampur with project cost of Rs.40.60 cr involving loan of Rs.8.79 cr and VGF of Rs.5.49 cr, and Augmentation of Water Supply in Gopalpur with project cost of Rs.4.00 cr involving loan of Rs1.80 cr and VGF of Rs1.80 cr. Two Affordable Housing projects of Odisha State Housing Board have also received approval of the Board. These projects are Cluster – A at Malipada for 1368 houses with project cost of Rs.73.23 cr. involving loan of Rs.27.90 cr and VGF of 27.77 cr and Cluster-B at Malipada for 1134 houses with project cost Rs.60.64 cr. involving loan of Rs 23.04 cr. and VGF Rs 23.00 cr. In total 10 projects with project cost of Rs.1218.11 cr. involving OUIDF loan of Rs.209.49 cr and VGF of Rs. 126.01 cr have been approved in the meeting. Besides, the Energy Efficient street lighting through PPP mode in Cuttack, Sambalpur , Berhampur and Rourkela have also got in principle approval of the Board. These projects on total envisage for installing of 38,705 energy efficient lights in the selected areas of these towns.
It may be of worth to mention that OUIDF is an urban lending mechanism for Infrastructural projects like urban water supply, sewerage, street light, drainage, solid waste management, slaughter house, affordable housing for economically weaker sections, slum development, basic services to urban poor etc. This has come to being since last one and half a year through a Government of Odisha initiative with assistance from Kreditanstalt für Wiederaufbau (KFW) Bank of Germany in the form of a Line of Credit and Technical Assistance support to develop and finance urban infrastructure projects in the State. The Government of Odisha have set up a Trust namely “Odisha Urban Infrastructure Development Fund (OUIDF)” in the Housing & Urban Development for the purpose of developing and financing Infrastructure Projects under taken by Urban Local Bodies, Statutory Bodies, Public Sector Undertakings and Private Investors and attract inter alia, investments, professional advice from institutions for financing infrastructure projects. The Board of Trustees is headed by the Chief Secretary with six other Trustees to collectively manage and administer the affairs of the Trust and Trust Funds.
The Development Commissioner Sri Injeti Srinivas, Additional Chief Secretary, Finance Sri U.N.Behera, CMD IDCO Sri Vishal Dev, Chief Executive OUIDF Sri Shishir Kumar Ratha, Secretray OUIDF Sri R.K.Mohanty, Financial advisor Sri Ranchandra Kara, Project manager B.P.Rayguru along with other members of the board participated in deliberations.
